Attorney Egemen Demirer graduated from the Faculty of Law at Marmara University in 2022 and pursued his LL.M. studies in the Department of Public Law at the Institute of Social Sciences of Sakarya University. Concentrating on space law, space security, international law, NATO studies, and the legal dimensions of emerging space technologies, Demirer conducts research particularly in the fields of collective defence, the strategic importance of space activities, national space legislation, space sustainability, and multilateral cooperation mechanisms.
He completed his master’s thesis under the title “Interpretation of Space Security within the Scope of the North Atlantic Treaty Organization: The Strategic Importance of Space Activities and the Necessity of a Cooperation Mechanism in Collective Defence,” which was accepted by the Institute of Social Sciences of Sakarya University in 2026. This study examines the legal and strategic interpretation of space security within the NATO framework, the role of space activities in collective defence, and the necessity of an institutionalized cooperation mechanism in this field.
Egemen Demirer plays an active role in various academic and professional organizations at both the national and international levels. He is a member of the International Institute of Space Law (IISL) and is also involved in the Space Generation Advisory Council (SGAC) and ARIAS. In addition, he serves as the National Coordinator for Türkiye at the Moon Village Association, contributing to studies on space law, lunar governance, sustainable space policies, and international academic cooperation.
His academic work spans a wide range of subjects, including NATO’s approach to space security, collective defence in outer space, the legal framework of military and civilian space activities, the use of space data for security and intelligence purposes, space debris, active debris removal (ADR), the use of nuclear energy in deep space missions, blockchain-based space monitoring systems, space sustainability, and the governance of space resources. In these areas, Demirer has prepared academic articles, conference papers, book chapter proposals, and presentations, and has presented his work at various scientific events in Türkiye and abroad. In 2024, he received an international award at the IAASS international conference titled “Building a Safe, Secure, and Sustainable Space” for his paper “Safety Consideration For Nuclear Space Power Systems.”
To date, he has participated with posters, papers, and presentations in prestigious international events such as ESRIC Space Resources Week, the United Nations Conference on Space Law and Policy, IAASS, IAC, and the IAA Space Debris and Sustainability Conference, and continues to develop his research on space security, space resources, sustainability, the use of space-based data, and the intersection of emerging technologies with space law. His work particularly highlights the normative capacity of international law in the face of contemporary security challenges, NATO’s evolving role in outer space, and the prospects for the development of Türkiye’s space law and policy.
He is also the author of the article titled “Uluslararası Hukuk Bakımından Uzay Faaliyetlerinde Nükleer Enerji Kaynaklarının Kullanımı” published in the Güvenlik Stratejileri Dergisi. In addition, he authored the book chapter “Towards the Turkish Space Act: Analysis and Proposals” in the volume “Space Law and Policy in the Republic of Türkiye.”
Alongside his academic activities, Egemen Demirer continues his research in the fields of national space legislation, space security policies, telecommunications law, and the regulation of emerging technologies contributing to both the theoretical and practical dimensions of space law.
